weird looking bee/wasp/insect? what is it..?

We recently had one huge tree cut down in our backyard and there were alot of branches in the middle of the yard and I was helping bring them over to the woodchipper. When sorting through branches I came across this weird insect. It kinda reminded me of a bee or wasp, but I've never seen one like it before. It's body was about 2 and a half cm long, it's wings covered it's whole body, and the entire thing was black, except with on it's legs there were tiny white/vanilla colored stripes. The weird thing is that it's wings were pitch black too. Sorry if my description is a little vague, I was going to take a picture of it, but it was gone by the time I ran inside to get a camera. If anyone can help, do you recognize or does it sound familiar? Please provide links to pictures, or website pages that can help me with finding out what kind of a bug this was.

p.s: I live in washington state coast area if that helps.

what animal should i put in this?

I have gone animal mad these last few months making use of some old tanks, i have yet another spare 12 or 15 gallon tank and i want to make it took cool, would like a little bit of water at the bottom but loads of plants like a swamp of jungle or both, its 13 inches high a bit over two feet long and a bit over a foot wide, i would like some orchids in particular vanilla so i think a hardy tree frog would be a good choice, what do people think any ideas?

I like the Idea, maybe you could add a couple of different frogs!
